Delayed Startup is designed to allow you to delay a program from running, so that
your computer is usable quicker upon logon. What it does is, instead of having
X programs starting at once, it only has X-n starting at once, then n programs are
started 30 seconds or more later on.
ex:
You have 10 programs running when you login, you delay 3 of them.
Next login you'll have 8 programs loading (10-3 + the delayed startup program)
The computer is "usable" quicker since there's less going on at once.
Please note that not all programs can be delayed! Sometimes it could be a virus/spyware type of application, or it could be as harmless as a device driver for a scanner or printer. There's no way to tell in advance -- but the general rule of thumb is, if the program isn't required for the computer and the devices/software to work, it can be delayed.

Delayed items are delayed... this means that they don't run immediately - thereby speeding up the loading of programs at startup - performance can vary.
Delaying "all users" items (pro edition only) require that the program run for all users in order for the delayed items to run for others.
